The Decree rate is your gross pay. What lands in your account is lower: the pension plan, parental insurance, Employment Insurance, both income taxes and the parity committee levy come off first. Here is how to estimate a security guard's net pay in Quebec in 2026, step by step, with the official rates for the year.

What is a security guard's pay in Quebec?

The Decree respecting security guards sets a minimum for all security agencies. Since June 28, 2026, a Class A guard cannot be paid less than $20.60 an hour ($20.85 for Class B). The regular workweek is 40 hours. Beyond that, hours are paid at 150%. The details are on our security guard salary and Decree page.

Gross annual pay at the minimum rate

For a Class A guard working full time all year:

  • 40 hours × 52 weeks = 2,080 hours
  • 2,080 hours × $20.60 = $42,848 gross a year.

This calculation assumes 52 paid weeks (vacation included), with no overtime or premiums. It is a figure "over 12 months at the current rate". In reality, hours worked in 2026 before June 28 were paid at the previous rate of $20.09, so the actual gross for the 2026 calendar year will be a little lower.

What is a beginner security guard's pay?

The Decree has no beginner step. The $20.60 rate applies from the first hour to every Class A guard. An employer can pay more, never less. Premiums are added as soon as the situation gives entitlement to them (night, health care setting, first aid…), as explained in our guide to the premiums in the security guards' decree.

What deductions are taken off your pay in 2026?

On a salary of about $43,000, six deductions are mandatory. All the rates below come from Revenu Québec, the Canada Revenue Agency (CRA) and the Comité paritaire des agents de sécurité (CPAS), the parity committee that enforces the Decree.

Deduction2026 rate or ruleWho administers it
Quebec Pension Plan (QPP)6.30% of pay above the general exemption of $3,500, up to $74,600Revenu Québec / Retraite Québec
Quebec Parental Insurance Plan (QPIP)0.430% of pay, up to $103,000Revenu Québec
Employment Insurance1.30% of pay (reduced Quebec rate), up to $68,900CRA
Quebec income tax14% up to $54,345, then 19%, 24% and 25.75%Revenu Québec
Federal income tax14% up to $58,523, then 20.5%, 26%, 29% and 33%, minus the Quebec abatement of 16.5%CRA
Parity committee levy0.30% of gross payCPAS

QPP: 6.30% after the first $3,500

The 6.30% rate combines the base contribution (5.30%) and the first additional contribution (1%). The first $3,500 earned in the year is exempt. The maximum pensionable earnings are $74,600. The second additional contribution (4%, on the portion between $74,600 and $85,000) does not affect a guard at the Decree rate.

QPIP: 0.430%

The employee's QPIP premium went down in 2026. It is 0.430% of pay, up to maximum insurable earnings of $103,000.

Employment Insurance: 1.30%

Because Quebec has its own parental insurance plan, Quebec employees pay a reduced Employment Insurance rate: 1.30% in 2026, on a maximum of $68,900 in insurable earnings.

Quebec income tax

The first bracket, at 14%, covers taxable income up to $54,345. The basic personal amount is $18,952 in 2026. It gives a credit of 14% of that amount. An employee can also claim the "deduction for workers", capped at $1,450 in 2026.

Federal income tax and the Quebec abatement

Federally, the rate for the first bracket is 14% in 2026, up to $58,523. The basic personal amount is $16,452 (for net income up to $181,440) and the Canada employment amount is $1,501. Base contributions to the QPP, the QPIP and Employment Insurance also give a 14% credit. Finally, Quebec residents are entitled to the Quebec abatement: basic federal tax is reduced by 16.5%.

The parity committee levy: 0.30%

The levy regulation of the Comité paritaire des agents de sécurité (Règlement sur le prélèvement) requires the employee to pay 0.30% of gross pay to the CPAS. The employer withholds it on every pay and also pays 0.30% on its side. This deduction funds the enforcement of the Decree, presented in our article on the security guards' decree explained. The contribution of $0.20 an hour to the group RRSP, for its part, is paid by the employer and is not withheld from your pay.

What is a security guard's net pay in 2026?

Here are two rounded examples, calculated from the rates above. This is an estimate for a single person, with no other income, no children, no personal RRSP and no other deduction or credit. Refundable credits (solidarity tax credit, GST credit, etc.) are not counted.

Per yearDay or evening: $20.60/hNight with P-11 premium: $21.60/h
Gross pay (2,080 h)$42,848$44,928
QPP (6.30%)about $2,480about $2,610
QPIP (0.430%)about $185about $195
Employment Insurance (1.30%)about $555about $585
CPAS levy (0.30%)about $130about $135
Quebec income taxabout $3,100about $3,400
Federal income tax (after abatement)about $2,550about $2,750
Estimated net payabout $33,900about $35,300

At the minimum rate, the guard therefore keeps close to 79% of gross pay, or about $650 net per 40-hour week, or a little over $16 net an hour. With the P-11 night premium of $1.00 an hour (from 10 p.m. to 6 a.m.), annual net pay rises by about $1,400. The other premiums work the same way: the P-3 premium of $2.00 in a health care setting or the P-4 premium of $0.60 for first aid each leave about two thirds of their gross value once deductions are paid.

How the income tax was estimated: in Quebec, taxable income = gross pay minus the deduction for workers ($1,450) and the additional QPP contribution portion (1%). Tax at 14% minus the 14% credit on $18,952. Federally, tax at 14% on gross pay minus the additional QPP contribution, minus the credits at 14% (basic personal amount, Canada employment amount, base QPP, QPIP, Employment Insurance), then a 16.5% reduction. Your pay stub may differ: source deductions depend on your TP-1015.3 and TD1 forms, and the real balance is settled in your income tax return.

  • the CRA's Payroll Deductions Online Calculator (federal income tax and Employment Insurance)
  • WebRAS from Revenu Québec (Quebec income tax, QPP and QPIP. It replaced WinRAS in 2021)
  • the disposable income calculator of the Ministère des Finances du Québec, which adds government assistance based on your family situation.

What will the pay increase be for a security guard in Quebec in 2026?

It has already happened. The Class A minimum rate went from $20.09 to $20.60 on June 28, 2026, an increase of $0.51 an hour, or about $1,060 gross a year at full time. The next increase is scheduled for July 4, 2027, to $21.10. For the dates and both classes, see our article on the security guard minimum rate in 2026.

Frequently asked questions

What is a security guard's net pay?

In Quebec, a security guard paid the Decree minimum rate keeps about $33,900 net a year, out of $42,848 gross, according to our estimate for a single person with no other income. That is close to 79% of gross pay, or about $650 net per 40-hour week. Six deductions account for the gap: QPP, QPIP, Employment Insurance, Quebec income tax, federal income tax and the parity committee levy.

Is the CPAS levy really withheld from my pay?

Yes. The parity committee's regulation provides that the employer collects, each pay period, the 0.30% owed by the employee and remits it to the CPAS with its monthly report.

Is overtime taxed more heavily?

No. Overtime is paid at 150% beyond 40 hours a week, and it is simply added to the year's income. In the examples above, each additional dollar stays in the first tax bracket (14% in Quebec and federally).

How much does a guard at the minimum rate earn net per week?

About $650 net for 40 hours at $20.60 ($824 gross), according to our estimate for a single person. The actual amount of each pay depends on your source deduction forms.

My employer pays $0.20 an hour into an RRSP: is that counted here?

No. This employer contribution to the group RRSP is not withheld from your pay. It was therefore not subtracted in the examples.
