The security guard salary in 2027 is already known, at least for its floor. The Decree respecting security guards provides for a last increase on July 4, 2027. That is also the date when the current Decree reaches its term. Here is what is written in black and white, what it adds up to over a full year and what could happen next.
What is a security guard's pay in 2027?
Under section 4.07 of the Decree, the minimum hourly rate rises, as of July 4, 2027, to:
- $21.10 an hour for a Class A guard (the one who does the security work)
- $21.35 an hour for a Class B guard (the one who directs or supervises other guards).
Until July 3, 2027, the June 28, 2026 rates apply: $20.60 in Class A and $20.85 in Class B. The hourly premiums, for their part, do not move in 2027. The Decree's table repeats the same amounts as the previous year (for example $1.00 an hour for the P-10 premium). The details of the premiums are in our article on the premiums in the security guards' decree.
These rates are minimums. Nothing prevents an agency from paying more, in particular to attract staff in a sector where demand is strong.
How much is that over a year?
For a full-time guard, gross annual pay can be estimated by multiplying the rate by 40 hours (the Decree's regular workweek) and by 52 weeks, or 2,080 hours. This calculation excludes premiums, overtime and the vacation indemnity.
| Minimum rate | Class A | Class B |
|---|---|---|
| Since June 28, 2026 | $20.60 × 2,080 h = $42,848 | $20.85 × 2,080 h = $43,368 |
| As of July 4, 2027 | $21.10 × 2,080 h = $43,888 | $21.35 × 2,080 h = $44,408 |
Gross estimate, before taxes and deductions. A guard who works nights, in a health care setting or with up-to-date first aid training will earn more: premiums are added to the base rate.
What will the pay increase be for a security guard in Quebec in 2026 and 2027?
The current Decree set a series of annual increases in advance, the first on August 2, 2023. Putting them end to end shows that the increases were a little larger in 2026 than at the start of the period.
| Effective | Class A | Increase (A) | Class B | Increase (B) |
|---|---|---|---|---|
| August 2, 2023 | $19.34 | — | $19.59 | — |
| June 30, 2024 | $19.69 | +$0.35 (1.8%) | $19.94 | +$0.35 (1.8%) |
| June 29, 2025 | $20.09 | +$0.40 (2.0%) | $20.34 | +$0.40 (2.0%) |
| June 28, 2026 | $20.60 | +$0.51 (2.5%) | $20.85 | +$0.51 (2.5%) |
| July 4, 2027 | $21.10 | +$0.50 (2.4%) | $21.35 | +$0.50 (2.4%) |
Over the whole period, the Class A rate goes from $19.34 to $21.10, which is $1.76 more an hour, or about 9.1% in four years. The percentages are rounded to one decimal and are our own calculation based on the Decree's rates.
For 2026, the increase took place on June 28, 2026, from $20.09 to $20.60 in Class A. Our article on the security guard minimum rate in 2026 presents the rates currently in effect.
What happens to the Decree after July 4, 2027?
Section 9.01 of the Decree specifies that it remains in force until July 4, 2027. After that, it renews automatically from year to year, unless one of the contracting parties (employer side or union side) opposes it by written notice to the Minister of Labour and to the other parties. This notice must be sent during the month of March 2027, or in March of a following year.
Two scenarios are therefore possible:
- Nobody opposes it: the Decree continues as is. Note that the table in section 4.07 stops at the July 4, 2027 column. Without an amendment, no new increase is scheduled after that date.
- A party opposes it or wants changes: the parties negotiate new conditions, which must then go through the official process for amending the Decree.
To date, no date for new rates after July 2027 is set in the Decree. Any future increase will have to be officially published before coming into force.
How is a collective agreement decree amended?
The Act respecting collective agreement decrees governs the procedure. In short:
- A party to the agreement sends an application to the Minister of Labour, with a copy of the agreement (ss. 3 and 4). For an amendment, these rules also apply (s. 6.1).
- The Minister has a notice of receipt of the application published in the Gazette officielle du Québec, with the draft decree. Any person may make an objection, in principle within 45 days of the publication of the notice in a newspaper (s. 5).
- At the end of that period, the Minister may recommend that the government adopt the amendment, checking in particular that it does not seriously harm employment or the businesses competing with those from outside Quebec (s. 6).
- The decree comes into force on the day of its publication in the Gazette officielle, or on a later date indicated in it (s. 7).
The government can also extend a decree at any time (s. 8). To follow what comes next, the Gazette officielle and the Comité paritaire des agents de sécurité (the parity committee that enforces the Decree) are the two places to watch. To understand the committee's role and the Decree's other rules, see the security guards' decree explained.
What is the minimum wage in Quebec as of May 1, 2026?
According to the CNESST (Quebec's labour standards and workplace safety board), the general minimum wage in Quebec is $16.60 an hour, in effect since May 1, 2026. The Decree therefore places security guards well above that floor:
| Rate | Hourly rate | Gap with the minimum wage | Gross per year (2,080 h) |
|---|---|---|---|
| General minimum wage (May 1, 2026) | $16.60 | — | $34,528 |
| Class A guard (June 28, 2026) | $20.60 | +$4.00 (24%) | $42,848 |
| Class A guard (July 4, 2027) | $21.10 | +$4.50 (27%) | $43,888 |
The comparison with 2027 remains partial. The general minimum wage is revised by regulation, and the rate that will apply in 2027 is not yet known. For a full picture of pay, see our security guard salary in Quebec page.

Frequently asked questions
Does my employer have to give me a raise on July 4, 2027 if I already earn more than $21.10?
No. The Decree sets a minimum. If your rate is already above $21.10 (Class A) or $21.35 (Class B), the employer is not required to increase it, unless your contract or a collective agreement provides for it.
Do the premiums also go up in 2027?
No. According to the table in section 4.07, the hourly premiums on July 4, 2027 are identical to those of June 28, 2026. Only the base rates for Class A and Class B change.
Can the Decree disappear after July 2027?
It does not end automatically. It renews from year to year. A party can oppose it in March, and the government can amend or repeal it after consultation and publication of a notice, as the Act provides. No decision of this kind has been published to date.
